Co-operative Governance and Traditional Affairs Minister Sicelo Shiceka
last week announced a welcome expansion of anti-fraud programmes with
his 2014 Clean Audit Project. Seconded officials will tour
municipalities and engage with poorly performing accounting officers.
The Hawks will supposedly crack down on those who attract adverse
auditors' opinions. But the Clean Audit Project does not move much
beyond symptoms to address the underlying causes of the local government
