Criminal Procedure Act

Changes to Criminal Procedure Act aim to 'clarify ambiguities' - 28 October
Amendments to section 49 of the Criminal Procedure Act are aimed at clarifying ambiguities, Police Minister Nathi Mthethwa said on Wednesday. "The amendments to section 49 are aimed at clarifying ambiguities. We need to point out that many in our society, including the media, have sensationalised and misinterpreted this issue," he told business leaders in Sandton. - Mail & Guardian website

The new draft Customs Control Bill and the draft Customs Duty Bill have been released for public comment.

Public Service Broadcasting Bill

Bill aims to scrap TV licences - 30 October
The communications department has submitted a draft bill which seeks to abolish TV licences and introduce other changes to public broadcasting in South Africa. The Public Service Broadcasting Bill is intended to replace the
Broadcasting Act of 1999. Minister of Communications, Siphiwe Nyanda, said his department is amending and renaming the Broadcasting Act to bring it in line with international best practices. He added a strategy will be formulated to secure the SABC's revenue stream from other sources. - Fin24 website

SA to abolish television licence fees - 29 October
Television licence fees are to be scrapped. That's the proposal contained in the draft Public Service Broadcasting Bill, which has been published for further public comment. The bill seeks to repeal the
Broadcasting Act of 1999. The department of communications says the bill is in response to communications minister Siphiwe Nyanda's call for a "new vision and mandate for public broadcasting services in line with SA's developmental agenda". - TechCentral website

Draft Tax Administration Bill

The new Draft Tax Administration Bill has been released for public comment and can be accessed on http://www.sars.co.za/home.asp?pid=294

New bill to give Sars more powers - 30 October
Sars can now conduct a search and seizure without a warrant. What the new bill does is essentially to pull the administrative provisions of the various acts together. The most significant consequence of this will be that there will be a single registration of taxpayers for all tax types. - Moneyweb website
