New radiation warning : run for your life - 23 February

The International Atomic Energy Agency and the International Organization for Standardization want you to know when it's time to panic, so they've adding a person running and a skull and crossbones to the radiation warning symbol. The new symbol is a result of a five-year study in 11 countries around the world to develop a symbol that will scare people of all ages, nationalities and education levels. The test group included 1 650 people. The symbol is to be used to identify dangerous sources of radiation such as food irradiators, teletherapy machines for cancer treatment and industrial radiography units. It will not be visible under normal use but will be seen if someone tries to disassemble a unit containing radioactive materials. So the next time you see this symbol, run!

In January 2007, the Department of Science and Technology (DST) issued a draft of the so-called "South African Academy of Engineering Bill" to various voluntary engineering associations and professional institutes for comment and response by no later than Friday 2 March 2007. The draft Bill is currently scheduled to enter the legislative program in October 2007.

For interested readers, we have made the draft Bill available from the EE Downloads resource of the EE Publishers website for comment and response, simply by following the link :

Responses may be made either by email to the Department of Science and Technology, Legal Services, for the attention of Ms Mapula Khuduga,, or simply by replying to this email. We will in turn forward all responses so received to the DST.

In terms of the draft Bill, the South Africa Academy of Engineering (SAAE) will be the exclusive engineering academy recognised by government, and its functions will include :

Advising the minister of Science and Technology on matters concerning
Publishing of engineering reports and publications
Organising of conferences, symposia, meetings and discussions to make
   best possible use of its members in support of national goals
Investigating matters of public interest concerning engineering, and acting
   in an opinion forming and advisory manner
Acquiring of any such rights and privileges which it considers necessary or
Requesting the minister of Science and Technology to make regulations,
  which would have the force of law in terms the proposed Act

The draft Bill is experiencing a varied response and some significant opposition from other voluntary associations and professional institutes within the engineering sector, and some of its controversial aspects include :

The fact that SAAE is not a registered voluntary association recognised by
   the Engineering Council of South Africa (ECSA) in terms of Section 25(3)
   of the Engineering Profession Act, 2000 (Act 46 of 2000)
The perceived elevation of an apparently non-representative and self-
   appointed voluntary association as the "only Academy of Engineering
   recognised by Government"
The perceived elitist and closed nature of the organisation, where
   members apparently have to be invited to join, following a closed and non-
  transparent process
The efforts to obtain exclusive government recognition and government
   funding for what is perceived to be an otherwise unrecognised, elitist and
   non-representative voluntary engineering association

Currently the SAAE ( has a membership of only 130 individuals, and its president since 1998, Dr Bingle Kruger, formerly CEO of the BKS Group, operates the Academy from his home in Lynwood, Pretoria. The SAAE's current vice presidents are Dr Roy Marcus and Bob St Leger, who prepared both the draft South African Academy of Engineering Bill, and the associated proposed regulations (which have not yet been made available for comment and response).

The Academy of Engineers was founded by the South African Society for Professional Engineers (SPE) in April 1992, with a membership of 24 individuals. In March 1995, the Academy became an independent body and was renamed the South African Academy of Engineering (SAAE).

However, the SAAE continued to be largely inactive for the next few years, pending the outcome of an effort by Dr Roy Marcus to form a unified, representative, umbrella body for the engineering profession under the auspices of the South African Engineering Association (SAVI), which he headed.

By November 1998, when it became clear that this would not be achieved, the SAAE then decided to actively grow the organisation to carry out its vision to be "the preferred source of engineering advice on matters pertaining to global competitiveness and the quality-of-life for the nation".

In November 2002, driven by a need for external funding from government and industrial sponsors in order to grow the organisation and establish a permanent office, as well as the need to obtain government recognition in order to enhance the SAAE's position in working with national academies in other countries and join the international Council of Academies of Engineering and Technological Sciences (CAETS), the SAAE decided to embark on an initiative to obtain statutory status for the SAAE.

After some years of collaboration with the DST, the result has been this draft South African Academy of Engineering Bill.
